| Summary | | This report describes a model to guide the design of new urban
development and redevelopment that will significantly reduce urban energy
consumption and enable all American cities to become more sustainable
communities. The report also describes the types of technologies that will be
needed to achieve the modeled sustainability. The model illustrates how today's
efficient energy, transportation, building, and environmental control
technologies and emerging new technologies can enable continued growth and
development without the depletion of resources or degradation of the local or
global environment. The design promotes the redirection of new urban growth
away from ecologically sensitive areas, agricultural lands and open space and
towards previously developed areas to reinforce urban vitality and to optimize
existing urban infrastructure. Additionally, the design promotes mixed-use
urban neighborhoods served by integrated energy generation and environmental
quality management systems, and residential, commercial and industrial
structures that maximize all energy and material resources. A strategic
planning framework for comprehensive community development is provided, along
with the principles and elements of sustainable urban design and their
application in a design case study for the San Diego-Tijuana Binational
Metropolitan Region. (This report is a revision and expansion of an earlier
