Summary
This report is a guide designed to help cities develop sustainable energy plans that will enable communities to meet their present energy needs without compromising the ability of future generations to meet their needs. The report is based on the results of a national contest among seven forward-thinking cities to see which of them offered the best sustainable energy programs and plans. The competition entries provided an excellent set of ideas on how local governments can enhance the ability of their region to continue to prosper in the face of growing population, tighter energy supplies, and environmental constraints. The report makes it clear that local governments must deal holistically with an entire suite of interrelated issues, including energy supply and distribution, environment, economic development, vehicle traffic, zoning, waste disposal, and energy. The report catalogs clean energy technologies and best management practices that form the critical elements of a community sustainable energy plan. These elements are discussed in chapters that address electric power generation, combined heat and power, energy efficiency, transportation, and community implementation. The report looks at integrated approaches to reducing greenhouse gas emissions and resources for financing sustainable energy plans. Distributed generation of electric power from natural gas and other relatively clean fuels is an important element of sustainability. Insights into how distributed generation fits into the mix of options for sustainable urban development are offered. (This report is a revision and expansion of an earlier report, GRI-03/0127).
